About this project

The Bureau of Land Management (BLM) and U.S. Forest Service (USFS) Caribou-Targhee, Medicine Bow-Routt and Sawtooth National Forests are conducting the National Environmental Policy Act (NEPA) process for the proposed Gateway West Transmission Line Project. The BLM is the lead federal agency for the NEPA process.

The BLM released the draft environmental impact statement for the project on July 29, 2011, which was followed by a 90-day public comment period and 17 public meetings throughout the project area. Public comments received by the BLM are available to search and view on this website.

This project is jointly proposed by Idaho Power and Rocky Mountain Power. The companies plan to construct and operate 230 and 500 kilovolt (kV) transmission lines from the Windstar Substation near Glenrock, Wyoming to the Hemingway Substation near Melba, Idaho.

The proposed project is composed of 10 transmission line segments with a total length of approximately 1,100 miles across southern Wyoming and southern Idaho. The proposed line crosses approximately 500 miles of public land managed by the BLM, including 300 miles in Idaho and 200 miles in Wyoming.

Cooperating agencies include the U.S. Forest Service; National Park Service; U.S. Fish and Wildlife Service; U.S. Army Corps of Engineers; State of Wyoming; State of Idaho; Idaho Army National Guard; Cassia, Twin Falls and Power counties, Idaho; City of Kuna, Idaho; Elko County, Nevada; Carbon, Lincoln and Sweetwater counties, Wyoming; and the Saratoga-Encampment-Rawlins and Medicine Bow Conservation Districts in Wyoming.
